The Local LEADER Pella 2023–2027 Programme, in the context of Intervention P3-77-4.1 «Support for Local Development through LEADER (CLLD)», creates new financing opportunities for businesses and investors.

The programme concerns investments for the establishment of new businesses, as well as the development, expansion and modernisation of existing businesses in the intervention area.

For the main business sub-interventions, the subsidy rate may reach up to 65%, while the eligible budget of the investment plans may amount to up to €400,000, depending on the category of the investment.

The submission period has already started, with the deadline being 18 December 2026 at 15:00.

Which businesses does LEADER Pella 2026 concern

LEADER Pella 2026 covers a wide range of business activities, aiming to strengthen local entrepreneurship and create new development opportunities.

The main categories include investments in the sectors:

  • the processing of agricultural products,
  • processing for the production of non-agricultural products,
  • forestry,
  • crafts and handicrafts,
  • tourism,
  • the provision of services.

The possibility of including each investment depends on the specific activity of the business, the corresponding activity code (KAD), the implementation area and the special terms of the sub-intervention under which the investment plan is included.

How much is the subsidy under LEADER Pella

For the main business investments, the funding rate may reach up to 65% of the eligible budget.

The maximum size of the investment plan varies depending on the category of the investment.

For investments relating to the processing of agricultural products, the eligible budget may reach up to €400,000, while for other categories of business investment it may reach up to €300,000.

The final aid rate and the maximum eligible budget are determined by the category and the special terms of each investment.

What does LEADER Pella finance

Through the programme, investments relating to the establishment, development, expansion and modernisation of business activities may be supported, in accordance with the terms of the respective sub-intervention.

The main categories of eligible expenditure may include:

  • building works and fit-out of business premises,
  • production and machinery equipment,
  • other necessary equipment for the operation of the business,
  • studies and research linked to the investment,
  • technical support services for the implementation of the investment plan.

The eligibility of each expenditure depends on the category of the investment and the special terms of the respective sub-intervention.

LEADER Pella and investments in tourism

The programme also creates financing opportunities for businesses operating in the tourism sector, as part of strengthening and diversifying the region’s tourism product.

The possibility of financing a tourism investment depends on the type of activity, the area in which it will be carried out and the characteristics of the specific investment plan.

For this reason, individual examination of the investment and the conditions applicable to the relevant sub-intervention is required.

Who can participate

Depending on the sub-intervention, natural persons, existing legal entities and legal entities under establishment may participate in the programme, provided that the prescribed conditions are met.

The programme can therefore be used both by existing businesses planning a new investment and by investors wishing to develop a new business activity in the area.

When does the deadline for LEADER Pella 2026 expire

The application submission period started on 9 September 2026.

Deadline: 18 December 2026, at 15:00.

Given that submission requires the preparation of a complete investment dossier and the necessary supporting documents, it is important for interested businesses and investors to begin assessing their investment in good time.

Basic participation requirements

For an investment to be included in LEADER Pella, the conditions of the relevant sub-intervention must be met and the eligibility of both the business and the planned investment must be confirmed.

Among other things, the following are examined:

  • the activity and the activity code (KAD) of the business,
  • the implementation area,
  • the subject matter of the investment,
  • the budget of the investment plan,
  • the required permits and approvals, where required,
  • the ability to cover the required private contribution.

Investment proposals are subject to an evaluation and selection process based on the programme criteria.

Why timely preparation is important

The possibility of participating in the programme does not automatically mean approval of the funding.

The proper structuring of the investment plan, the organisation of the budget and the timely collection of the required supporting documents contribute to the preparation of a complete and mature investment dossier.

Particularly when an investment includes building interventions, equipment or the required licensing, it is important that the preparation process begins well before the programme deadline.
