The new housing programme «Spiti mou 3» is expected to enable thousands of households to acquire their first home on more favourable financing terms. With expanded age and income criteria, a higher maximum loan amount and an increased property value limit, the third round of the programme aspires to cover more interested parties.

According to the announcements and published information to date, the programme is expected to be activated at the end of 2026 or at the beginning of 2027, with a total budget of €2 billion and an estimated number of beneficiaries of approximately 20,000 households.

Let us look in detail at what is known so far, what changes are foreseen in relation to «Spiti mou 2» and what those interested in acquiring their first home should pay attention to.

What is the «Spiti mou 3» programme?

«Spiti mou 3» is the planned third round of housing finance for the acquisition of a first home, with the aim of facilitating access to mortgage loans at a lower cost.

The programme’s basic philosophy is to reduce the financing burden of buying a home, offering more favourable borrowing terms to natural persons and families who meet specific criteria.

In comparison with previous rounds, the new design provides for significant expansions, so that more prospective buyers can be considered for inclusion.

Who are the beneficiaries of «Spiti mou 3»?

One of the most significant changes under consideration concerns the age of the beneficiaries.

In the previous «Spiti mou 2» programme, the age range was from 25 to 50 years. In the new round, the upper age limit is expected to increase to 55 years.

This change could make it possible for interested parties who until now were excluded on account of age to participate.

At the same time, a basic condition is expected to remain that the beneficiary does not own another property considered suitable for covering their housing needs, in accordance with the terms to be defined.

The exact age and property criteria will be finalised in the legislative framework of the new programme.

Spiti mou 3: What are the new income criteria?

Significant changes are also expected in the income limits, with the aim of expanding the number of households that can benefit.

According to the information published, the proposed maximum income limits are as follows:

Single persons: Up to 25,000 euros annual income.

Married couples or partners: Up to 35,000 euros, with an increase of 7,000 euros for each child.

Single-parent families: Basic limit 39,000 euros, with a foreseen increase of 7,000 euros per additional child, according to the terms to be finalised.

Particularly important is the increase in the increment per child, which may allow more families to meet the income criteria.

For example, based on the proposed limits, a family with two children could have a maximum income limit of 49,000 euros.

Attention: The above items constitute the provisions mentioned so far and not finalised criteria of «Spiti mou 3».

How much of a loan can someone obtain through ‘Spiti mou 3’?

The new round is expected to offer increased financing opportunities for the purchase of a first home.

Specifically, the following are provided for:

Maximum mortgage loan amount: Up to 230.000 euro, compared with 190.000 euro in the previous programme.

Maximum value of eligible property: Up to 300.000 euro, compared with 250.000 euro.

Financing percentage: Up to 90% of the property’s value, subject to the programme’s conditions and the credit assessment.

This means that the interested party will also need to have their own funds to cover the part of the purchase that is not financed.

For example, for the purchase of a home worth 200.000 euro, financing could reach up to 180.000 euro, provided that all conditions are met.

Similarly, for a home worth 300.000 euro, the maximum envisaged loan of 230.000 euro means that at least 70.000 euro would be required from own funds, without taking into account the additional purchase costs.

The final amount of financing will also depend on the borrower’s financial ability to repay.

Spiti mou 2 and Spiti mou 3: What are the main differences?

The new design retains the basic objective of supporting first-home ownership, but provides for broader participation limits.

The most significant changes concern age, financing and income criteria.

In particular, the maximum age limit is expected to increase by five years, while the maximum loan amount is forecast to be increased by 40.000 euro.

At the same time, the increase in the property value limit by 50.000 euro may broaden the available housing options for interested parties.

It should be noted that the income limits of ‘Spiti mou 2’ had already been adjusted during its implementation. Consequently, the differences must be assessed on the basis of the latest applicable criteria and not solely the original terms of the previous round.

What should interested parties pay attention to?

Although ‘Spiti mou 3’ is expected to offer more opportunities, eligibility does not depend solely on age or income.

Before someone proceeds with planning a home purchase, it is important to examine:

1. Declared income

The interested party’s tax profile and the income arising from tax returns are key elements for checking eligibility.

2. Existing real estate assets

Ownership of property does not necessarily mean automatic exclusion. However, it is necessary to check whether the existing assets are considered suitable for covering housing needs.

3. The ability to cover the private contribution

Even if financing covers a large part of the property’s value, the interested party must be able to cover the remaining amount and the related costs.

4. The property’s characteristics

It is not a given that every residence can be included in the programme. Value, floor area, age and other characteristics may affect eligibility, depending on the final terms.

5. Proper preparation of the file

Gathering and checking the necessary tax, income and asset data can reduce delays and help with timely preparation.

When is ‘Spiti mou 3’ expected to start?

Based on the information available to date, the activation of the new programme is placed temporally at the end of 2026 or the beginning of 2027.

However, a definitive start date has not been confirmed, while the detailed terms that will determine the final participation framework are still expected.

For this reason, it is important for interested parties to monitor developments and prepare in good time, without assuming that the criteria mentioned to date constitute the final invitation.
