Another procedure concerning businesses’ labour compliance is moving into a digital environment.
With the new Ministerial Decision 25548/2026, the procedure for the electronic keeping of the Register of Instructions by the Safety Technician and Occupational Physician is defined through the Integrated Information System of the Labour Inspectorate (ΟΠΣ-ΣΕΠΕ). The decision was published in Government Gazette Β΄ 5833/28.09.2026.
But what changes in practice for businesses and what will the new procedure be?
What is the Register of Instructions by the Safety Technician and Occupational Physician?
This special register records the written instructions and advice provided by the Safety Technician or the Occupational Physician to the employer on health and safety at work matters.
Under the new framework, the register moves into electronic form in the Labour Inspectorate’s Information System, while the employer will declare electronically that they have been informed of the relevant instructions.
What changes with the new Ministerial Decision?
For each business falling within the new system, an electronic special register will be created, in which the instructions will appear in chronological order and separately depending on whether they come from the Safety Technician or the Occupational Physician.
Each entry will be linked, among other things, to:
- the Safety Technician or the Occupational Physician who made the entry,
- the date of the visit to the business,
- the date of entry of the instruction,
- and the date and time at which the employer became aware.
The electronic register will also be able to be exported, for example as a PDF file or for printing.
How will the instructions be entered?
The Safety Technician or the Occupational Physician will make the entry through their personal account in the electronic services of the Labour Inspectorate’s Information System.
The employer, for their part, will have access to the business’s electronic register and will be able to become aware of the instructions that have been entered. The status of acknowledgement will also be available to the Labour Inspectorate.
Which businesses does it concern?
The new procedure concerns the electronic keeping of the special register of instructions by the Safety Technician and Occupational Physician.
There is, however, a specific exception: the Ministerial Decision provides that it does not apply to employers who themselves undertake the duties of Safety Technician in their business, in accordance with the conditions of article 502 of the Labour Code.
What does the change mean for employers?
The change does not simply concern the conversion of a paper register into a digital one.
An electronically recorded procedure is created, in which the instructions, the time of their entry and the employer’s acknowledgement are recorded.
For businesses, therefore, the correct monitoring of obligations related to Health and Safety at Work, as well as overall labour compliance, becomes even more important.
What should businesses do now?
The publication of the Ministerial Decision now determines the way in which the electronic procedure will operate.
Businesses need to know whether they fall within the new framework, who has taken on the duties of Safety Technician and/or Occupational Physician, and how acknowledgement of the electronic instructions will be carried out.
Important: in the text of the Ministerial Decision itself that I found, the newsletter’s claim that “the platform has not yet been fully activated” is not substantiated. For that reason, I would not include it as a given in the AFS article until there is relevant official information from the Labour Inspectorate.
