The new programme will be simple and expanded and will include more beneficiaries; it is the new Saving – Self-Governance programme, for which applications will start from 2 November and on different dates depending on the region.
The new Saving – Self-Governance programme aims to upgrade homes by at least 3 energy categories. It increases the basic grant rates, which together with the premium rates can reach 85%, while a natural person may submit more than one application. The maximum eligible budget is 50 thousand euros per dwelling or 100 thousand euros per beneficiary taxpayer ID.
The programme innovations include the new eligible interventions for energy autonomy, smart home systems, while for the first time interventions in apartment block lifts are also subsidised.
As regards the application procedure, it remains the same as in previous programmes, namely the energy inspector will propose the requested interventions and the applications will be submitted electronically through the programme platform.
The new programme is expected to mobilise the market for the implementation of investments in building infrastructure and to support the construction sector with more than 3,4 billion euros of increase in workers’ income by 2030. More than 22 thousand new jobs are expected to be created over the next decade and added value of more than 8 billion euros is expected to be created in the country’s building stock over the same period. Also, among other things, it will reduce energy consumption by about 9,7%, while helping to tackle energy poverty, strengthening energy security and boosting competition among electricity suppliers.
Timeline
The programme’s total budget is 850 million euros for 2020 and is expected to rise to over 1 billion euros in 2021. The submission of applications will begin in November on different dates for each region. It will start on 2 November with the regions of Crete, the North Aegean and the South Aegean. Applications for Central Macedonia will be submitted on 11 November and for Attica on 23 November. For apartment blocks there will be a separate budget and the submission of applications will begin in December.
